Summary:

RECOMMENDATION from Director Houston Public Works for approval of final contract amount of $3,955,548.17 and acceptance of work on contract with D. L. ELLIOTT ENTERPRISES, INC for Water Main Replacement in Memorial Woods Area - 2.51% under the original contract amount - DISTRICTS A - STARDIG  and  G - TRAVIS

Background:

SUBJECT:  Accept Work for Water Main Replacement in Memorial Woods Area.

 

RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $3,955,548.17 or 2.51% under the original Contract Amount, accept the Work and authorize final payment.

PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s Water Line Replacement Program and was required to replace and upgrade water lines within the City to increase availability of water, improve circulation and fire protection.

DESCRIPTION/SCOPE: This project consisted of the construction of approximately 46,224 linear feet of water lines with related appurtenances in the Memorial Woods Area. Isani Consultants, LP designed the project with 470 calendar days allowed for construction. The project was awarded to D.L. Elliott Enterprises, Inc. with an original Contract Amount of $4,057,234.65.

LOCATION: The project area is generally bound by Area 1: Mayfield Road on the north, Long Point Road and Shadow Oaks on the south, Gessner Road on the east and Shadowbend on the west. Area 2: Cedar Post from Longpoint to Westview. Area 3: Hazelhurst on the north, Westview Drive on the south, Moorhead Drive on the east and Witte Road on the west. Area 4: Ruland from Campbell to approximately 1,300 LF east. Area 5: Briar Forest Drive on the north, Waldemer Drive on the south, Cedar Pass on the east and Shannon Valley on the west. Area 6: Barryknoll Lane on the north, Taylorcrest Road on the south, Bunker Hill on the east and W-161-00-00 ditch on the west.

 

CONTRACT COMPLETION AND COST: The Contractor, D.L. Elliott Enterprises, Inc., has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 44 days approved by change order No. 2. The final cost of the project including overrun and underrun of estimated  unit price quantities and  previously approved Change Order Nos. 1 and 2 is $3,955,548.17, a decrease of $101,686.48 or 2.51% under the original contract amount. The decrease cost is a result of the difference between planned and measured quantities.

 

M/WSBE PARTICIPATION: The advertised M/WBE contract goal for this project was 20.00%.  The M/WBE plan established for this project was 20.00%.  According to Office of Business Opportunity, the participation was 21.68%. Contractor’s M/WBE performance evaluation was rated Outstanding.
