Specific Explanation:
The Chief of the Houston Police Department the Chief Procurement Officer recommend that City Council approve a spending authority to purchase FiveCast® Insight software license from Thundercat Technologies, LLC in the total amount of $108,000.00 for the Houston Police Department (HPD), and that authorization be given to issue a purchase order.
The scope of work requires the vendor to provide one annual software license, application set up, training and management services for the FiveCast® Insight. This software will be utilized by the Houston Regional Intelligence Service Center (HRISC) to assist in the identification of suspects who use the internet to make threats against the public, critical infrastructure, and key resources. This application will increase the department’s ability to analyze significant amounts of data and information to provide rapid assessment and appropriate action when a threat is identified.
The HRISC staff met and evaluated various products from other vendors; however, alternative systems do not allow the depth of analysis of accounts and networks that FiveCast® Insight covers and supports. Furthermore, this software is unique in providing a superior level of cybersecurity interface; reducing the threats to the City and HPD networks.
This recommendation is made pursuant to Chapter 252, Section 252.022 (a) (A) (2) of the Texas Local Government Code for exempt procurements. “A procurement necessary to preserve or protect the public health or safety of the municipality's residents”
