SUBJECT: Contract Award for 72-inch Water Line from Emancipation to Tuam along Polk, Hutchins, Clay, Chenevert, Hadley and Crawford.
RECOMMENDATION: Award a Construction Contract to Harper Brothers Construction, LLC for 72-inch Water Line from Emancipation to Tuam along Polk, Hutchins, Clay, Chenevert, Hadley and Crawford and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s long range water supply program and is required to comply with Harris-Galveston Subsidence District and to implement the City’s regionalization plan.
DESCRIPTION/SCOPE: This project consists of approximately 7,850 linear feet of 72-inch diameter water transmission line including appurtenances, 72-inch x 72-inch and 72-in x 60-inch interconnection, small diameter water lines, sanitary sewer, drainage and pavement improvements. Approximately 10,200 linear feet of 60-inch water line condition assessment. The Contract duration for this project is 720 calendar days. This project was designed by Lockwood, Andrews and Newnam, Inc.

PROPOSALS: This project was advertised for competitive seal proposals on February 8, 2019. Proposals were received on March 28, 2019. The three (3) bids as part of the proposals received are as follows.

AWARD: A Selection Committee was comprised of members from Houston Public Works and Houston Airport System. The Selection Committee reviewed the proposals and recommended that this construction contract be awarded to Harper Brothers Construction, LLC based on their Financial Capabilities, Experience, Safety Record, Key Personnel, Team Structure, Schedule, QA/QC, Project Controls, Litigation, Environmental, and Hire Houston First Designation with a total proposal bid price of $48,794,750.39 and that Addendum Numbers 1, 2 and 3 be made a part of this Contract.

Testing Services will be provided by Geoscience Engineering and Testing, Inc., under a previously approved contract.
Construction Management Services will be provided by Project Surveillance, Inc., under a previously approved contract.
Construction Phase Engineering Services will be provided by Lockwood, Andrews & Newnam, Inc. and Brown & Gay Engineers, under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, Harper Brothers Construction, LLC, is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 12.00% MBE goal and 7.00% WBE goal for this project.
