RECOMMENDATION:
Enact an ordinance awarding a construction contract to Boyer, Inc. for rehabilitation of the Turkey Creek drainage gates and appropriating the necessary funds to finance the cost of these services. (Project No. 212)
SPECIFIC EXPLANATION:
The George Bush Intercontinental Airport/Houston (IAH) airport drainage ditch culvert Air Operations Area (AOA) security gates suffered storm damage in April 2016. The collection of debris on the slide gates caused the gates to become obstructed, damaging the gate structures, making them difficult to open.
There are four individual gates located at the Turkey Creek gate structure. The drainage gate rehabilitation will be confined to drainage gate structure ND 49 located on Turkey Creek. Gate structure ND 49 has four box culverts that traverse the north Vehicle Service Road (VSR), and the open channel meanders to the Turkey Creek outfall.
An Invitation to Bid (ITB) was advertised on May 10, 2019 and May 17, 2019. The two bids received on June 27, 2019 were tabulated as follows:

The Houston Airport System recommends that Boyer. Inc. be awarded this contract based on their lowest responsive bid meeting specifications in the amount of $397,408.00.
The term of the Contract is 90 Days.

M/WBE Participation:
Due to the dollar amount of this contract, no M/WBE goal was issued.
Hire Houston First: The proposed award requires compliance with the City’s “Hire Houston First” (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. Boyer, Inc. is a designated HHF company, but they were the successful awardee without application of the HHF preference.
Pay or Play: The existing Agreement requires compliance with the City’s “Pay or Play” ordinance regarding health benefits for employees of City contractors. In this case, the contractor has chosen the “Pay” option.
Capital Fiscal Note:
No significant Fiscal Operating impact is anticipated as a result of this project.
