Summary:

2019-0483 CUSTOM LOGIC DESIGN, INC for the ZClient® Emergency Alert and Dispatch Software Licenses Upgrade, Maintenance, and Support Services for the Houston Fire Department - $89,100.00 - General Fund

Background:

Sole Source for N29161 – Approve the sole source purchase from Custom Logic Design, Inc. for the ZClient® emergency alert and dispatch software licenses upgrade, maintenance, and support services in the total amount of $89,100.00 for the Houston Fire Department.

 

SPECIFIC EXPLANATION:

The Chief of the Houston Fire Department the Chief Procurement Officer recommend that City Council approve the sole source purchase for the ZClient® emergency alert and dispatch software licenses upgrade, maintenance, and support services in the total amount of $89,100.00 and that authorization be given to issue a purchase order to Custom Logic Design, Inc. for the Houston Fire Department.

 

The scope of work requires the vendor to provide software upgrades and technical support to all systems in the Emergency Alerting System (EAS) environment.  This includes, but not limited to, the Houston Fire Department’s fire stations, EMS units, the server that supports IP based communication to field units, and the message switch including both the production and test environments. 

 

The ZClient® EAS and Dispatching Information System is an IP-based dispatching structure that works over LAN (wired) and wireless (cellular service) networks.  These two systems are used to dispatch information to the Houston Emergency Center (HEC), fire stations and fire apparatuses.  The systems are connected to the fire station’s control cabinets to engage lights and alert the station via mechanical switches.  In addition, it activates the paging system audio to announce dispatch calls.

 

Custom Logic Design, Inc. holds the copyrights for the software applications and does not have dealer networks, distributors or third-party providers for their maintenance and support services.

 

This recommendation is made pursuant to Chapter 252, Section 252.022 (a) (7) (A) “a procurement of items that are available from only one source because of patents, copyrights, secret processes, or natural monopolies” of the Texas Local Government Code for exempt procurement.

 

MWBE Participation:

This procurement is exempt from the MWBE, subcontracting goal participation as the total project expenditure does not exceed the City’s $100,000.00 threshold.

 

Hire Houston First:

The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance.  Bids/proposals were not solicited because the department is utilizing a sole source contractor for this purchase.

 

Fiscal Note:

Funding for this item is included in the FY2020 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
