Specific Explanation:
The Chief of the Houston Fire Department and the Chief Procurement Officer recommend that City Council approve an amending ordinance to increase the maximum contract amount from $6,815,567.27 to $7,615,567.27 for the contract between the City of Houston and Lone Star Uniforms, Inc. for apparel uniforms for the Houston Fire Department.
This contract was awarded on October 15, 2014 by ordinance No. 2014-0928 for a three-term with two one-year options to renew in the amount not to exceed $6,815,567.27. Pursuant to Contract No. 4600012923, Page 12, under Section IV, "Term and Termination", 4.0 Time Extensions, the contract has been extended for an additional 180 days under the same terms and conditions. The expiration date is now April 25, 2020. Expenditures as of October 9, 2019 totaled $6,675,104.76. The current spending authority is insufficient for the remaining term and an increase is required to meet the department's operational needs until a new award is able to be presented to City Council for award within the next 120 days.
Spending authority is being exhausted earlier than anticipated due to the Houston Fire Department unexpectedly requiring the issuance of uniforms from their warehouse stock due to the need created by Hurricane Harvey. Uniforms and equipment were damaged or contaminated by floodwaters during the emergency response efforts; therefore, replacement uniforms and gear were provided so firefighters could remain in service during the emergency period. Soiled gear was cleaned, replaced, and put in service where applicable.
The scope of work requires the contractor to provide all labor, equipment, facilities, supervision, and transportation necessary to furnish and deliver firefighter uniforms and accessories, including but not limited to, pants, shirts, coats, rainwear, belts, badges, insignias, patches, hats, and caps. The contractor shall also be responsible for stocking and managing a high-quality inventory of all classified station wear, uniforms, and accessories at its storefront location.
M/WBE Participation:
This contract was awarded with an 11% goal for M/WBE Participation. Lone Star Uniforms, Inc. is currently achieving 7.39%.
Hire Houston First:
The proposed contract requires compliance with the City's Hire Houston First (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Lone Star Uniforms, Inc. does not meet the requirements for HHF designation; no HHF firms were within three present.
Fiscal None:
Funding for this item is included in the FY20 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
