Specific Explanation:
The Chief of the Police Department and the Chief Procurement Officer recommend that City Council approve spending authority for the purchase of Octasic® tactical support equipment from Tactical Support Equipment, Inc. in the total amount of $528,452.00 for the Houston Police Department (HPD), and that authorization be given to issue a purchase order.
The Octasic® tactical support equipment consists of an eight (8) channel portable base station unit, seven (7) band transportable amplifier units, four (4) accessory bundles, and three (3) receivers that will be utilized by HPD's Criminal Intelligence Division to support the critical department functions in emergency life threatening situations. Additionally, this purchase includes a three-year full warranty and on-site new equipment training.
This recommendation is made pursuant to Chapter 252, Section 252.022 (a) (7) (A) of the Texas Local Government Code for exempted procurements. "a procurement necessary to preserve or protect the public health or safety of the municipality's residents"
