Summary:

O2019-0824 ORDINANCE approving the acceptance of funds through grant agreement between the City of Houston and the TEXAS DIVISION OF EMERGENCY MANAGEMENT (TDEM) for the reimbursement for the construction of the Lake Houston Dam Gate Project as part of the Federal Emergency Management Agency’s Hazard Mitigation Grant Program (HMGP); Declaring the City’s eligibility for such grant; authorizing the City of Houston Director of Houston Public Works (“Director”) to act as the City’s representative in the application process; authorizing the director to accept the grant and expend the grant funds, as awarded, and to apply for and accept all subsequent awards, if any, pertaining to the Grant - $3,281,399.25 - Grant Fund - DISTRICT E - MARTIN

Background:

Recommendation: (Summary) The Director of Houston Public Works recommends that the City Council approve an ordinance authorizing an agreement for the City of Houston to receive funds from the Texas Division of Emergency Management (TDEM) for the reimbursement of up to $4,375,199.00 for the design and permitting of the Lake Houston Dam Gate project as part of the Federal Emergency Management Agency’s Hazard Mitigation Grant Program (HMGP) and authorizing the Director of Houston Public Works to act as the City’s representative to accept such grant funds, and to apply for future Hazard Mitigation awards.

 

Specific Explanation: Ordinance 2018-0479 was passed June 13, 2018,which authorized the Director of Houston Public Works (HPW) to submit applications to Texas Division of Emergency Management for flood mitigation projects. HPW submitted an application for the Lake Houston Dam project on July 25, 2018.

 

The Lake Houston Dam project consists of the addition of 10 gates to supplement the existing dam structure on Lake Houston to allow for controlled releases. The total cost of the project is estimated at $47 million and has a benefit-cost ratio of 1.01. FEMA has awarded the funding for the first phase of the project which includes design and permitting. The estimated cost for this phase is $4,375,199.00 and will take approximately 12 months to complete. Once the project is designed and a new benefit-cost ratio is developed, the application will be reviewed by FEMA to obtain approval for construction. The local match for the project is $1,093,799.75 (25%). The State and other partners will be contributing to the local match requirement. HPW will utilize fund 4042 - DDSRF for any remaining local match requirements. 

 

This action is only to accept the award, matching funds will be appropriated and detailed in a separate council action with an interlocal agreement.

 

The period of performance for this grant is one year from the effective date of the contract.

 

MWBE PARTICIPATION:

No City M/WBE participation goal was established for this project. Per the grant agreement, the City will be required to follow the procurement provisions of 2 CFR 200 including M/WBE participation.
