2019-0488 AMERICAN SLIDE CHART CORPORATION for Emergency Preparedness Resources for Public Safety and Homeland Security - $270,000.00 - Grant Fund

Background:

Sole Source for S21-N29171 - Approve the sole source purchase from American Slide Chart Corporation for Emergency Preparedness Resources in the total amount of $270,000.00 for the Public Safety and Homeland Security.

 

Specific Explanation:

The Director of Public Safety and Homeland Security and the Chief Procurement Officer recommend that City Council approve the sole source purchase from American Slide Chart Corporation for emergency preparedness resources in the total amount of $270,000.00 and that authorization be given to issue a purchase order for the Public Safety and Homeland Security. 

 

As the core city within our urban area, the City of Houston serves in a lead role coordinating homeland security activities under the Department of Homeland Security's Urban Area Security Initiative (UASI).  The Public Safety and Homeland Security received UASI grant funding to expand and implement a comprehensive preparedness program throughout the Houston region.  The goals of the project are in alignment with the Houston Urban Area's Regional Strategy, the Texas State Strategy, National Preparedness Goals and the National Priorities for community preparedness and participation. 

This purchase consists of 150,000 Emergency Readiness/Action Wheels in English and Spanish. The preparedness wheels are distributed throughout the region through a variety of methods including community fairs, schools, emergency management offices, meetings, and public/private partners. 

The region has been purchasing and distributing these wheels for more than 10 years with UASI Grant funding.  When a variety of preparedness items available on the market were first evaluated, these wheels were selected due to the collaborative process used in the development and the content in the materials.  The quick reference wheels are providing important information on how to prepare for and actions required regarding emergency events including terrorism, fire, lightning, hazardous materials, tornados, hurricane, flood, wildfires, and earthquakes.

This recommendation is made pursuant to Section 252.022 (a)(7)(A)(B) of the Texas Local Government Code, which provides "a procurement of items that are available from only one source because of patents, copyrights, secret processes, or natural monopolies, films, manuscripts, or books" is exempt from the general bidding requirements.

 

M/WBE Participation:
Zero-percentage goal document approved by the Office of Business Opportunity.  

 

Hire Houston First:

This procurement is exempt from the City’s Hire Houston First Ordinance.  Bids/proposals were not solicited because the department is utilizing a sole source contractor for the purchase.

 

Fiscal Note:

No Fiscal Note is required on grant items.
