Summary:

ORDINANCE consenting to the addition of 5.2898 acres of land to HARRIS COUNTY WATER CONTROL AND IMPROVEMENT DISTRICT NO. 110, for inclusion in its district

Background:

SUBJECT: Petition for the City’s consent to the addition of three (3) tracts of land totaling 5.2898 acres to Harris County Water Control and Improvement District  No. 110 (Key Map No. 292T).

RECOMMENDATION: Petition for the City’s consent to the addition of three (3) tracts of land totaling 5.2898 acres to Harris County Water Control and Improvement District  No. 110 be approved.

SPECIFIC EXPLANATION: Harris County Water Control and Improvement District No. 110 (the “District”) was created through the TCEQ in 1968, and currently consists of 1,288.0553 acres within Harris County. The District is within the extraterritorial jurisdiction of the City and has petitioned the City for consent to add 5.2898 acres of vacant and developed land, proposed to be developed as commercial properties, to the District. Annexation Tract 1 is located in the vicinity of Meadow Edge Lane, Holzwarth Road, Louetta Road and I-45. Annexation Tracts 2 and 3 are located in the vicinity of Cypress Oaks Drive, Enchanted Oaks Drive, Cypresswood Drive, and I-45. The addition of land to the District does not release it from the City’s extraterritorial jurisdiction.

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

The District has a wastewater collection system and treatment facility. The annexation tracts will be provided with wastewater treatment by Harris County Water Control and Improvement District No. 110 Wastewater Treatment Facility. Potable water is provided by the District.

The nearest major drainage facility for Harris County Water Control and Improvement District  No. 110 is Cypress Creek which flows into Spring Creek, then to the San Jacinto River and finally into Lake Houston. The proposed annexation tracts are not within the 100 year floodplain, but tracts 2 and 3 are within the 500 year floodplain (50% and 25% respectively).

By executing the Petition for Consent, the District has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the District must be approved by the City of Houston prior to their construction.

The Utility District Review Committee recommends that the subject petition be approved.
