SUBJECT: Accept Work for Low Lift Pump Station (LLPS) Direct Connection and Pressure Regulating Station (PRS) at East Water Purification Plant (EWPP).
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $10,532,120.66 or 2.72% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s Surface Water Transmission Program. This project was required to improve existing water distribution systems and to meet Harris-Galveston Coastal Subsidence District’s Legislative mandate to regulate the withdrawal of groundwater.
DESCRIPTION/SCOPE: This project consisted of construction of raw water direct connection piping to Low Lift Pump Stations at Plants 1 & 2 from the 84-inch interconnection pipeline and the 60-inch raw water line at southwest corner of East Water Purification Plant site. Included concrete vaults, flow control valves, instrumentation, pre-fabricated control building structures, electrical, and Supervisory Control and Data Acquisition improvements. Lockwood, Andrews & Newnam, Inc. designed the project with 720 calendar days allowed for construction. The project was awarded to CYMI Industrial, Inc. with an original Contract Amount of $10,826,912.00.
LOCATION: The project is located at 2300 Federal Road, City of Galena Park.
CONTRACT COMPLETION AND COST: The Contractor, CYMI Industrial, Inc., has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 226 days approved by Change Order Nos. 1, 2, 3, 4, and 5. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos. 2, 3, and 4 is $10,532,120.66, a decrease of $294,791.34 or 2.72% under the original Contract Amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goal for this project was 9.00%. The M/WBE plan established for this project was 17.88%. According to Office of Business Opportunity, the participation was 42.72%. Contractor’s M/WBE performance evaluation was rated Satisfactory.
