SUBJECT: Contract Award for East Water Purification Plant (EWPP) Plant 3 Administration Building Renovation and 4017 Campbell Road New Building Construction.
RECOMMENDATION: Award a Construction Contract to Gadberry Construction Company, Inc., for East Water Purification Plant (EWPP) Plant 3 Administration Building Renovation and 4017 Campbell Road New Building Construction and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s Capital Improvement Program for renovation to building facilities including the consideration for meeting Drinking Water Operation’s current and future operational and staff accommodation requirements while addressing existing facility deterioration, code and safety issues at various City of Houston buildings.
DESCRIPTION/SCOPE: The East Water Purification Plant (EWPP) Plant 3 Administration Building Renovation scope includes renovation to the interior and exterior of the three-story building, improvements to the Heating, Ventilation and Air Conditioning (HVAC), Security, Information Technology Systems at high service pump station and at the filter gallery adjacent to the building, electrical switchgear, fire line and office furniture. The 4017 Campbell Road new building construction project includes a new, approximately 2,000 square feet office building with a new parking lot, new driveway entrances with canopy, landscaping, new office furniture, Heating, Ventilation and Air Conditioning (HVAC), Security and Information Technology Systems. Improvements to the site include demolition of a building and the relocation of a shed and electrical service poles. The Contract duration for this project is 790 calendar days for the East Water Purification Plant (EWPP) Plant 3 Administration Building and 330 calendar days for 4017 Campbell Road New Building. This project was designed by Huitt-Zollars, Inc.

Testing Services will be provided by Aviles Engineering Corporation under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, Gadberry Construction Company Inc., is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 13.00% MBE goal and 7.00% WBE goal for this project.
