RECOMMENDATION: Approve professional engineering services contract and appropriate funds for the project.
SPECIFIC EXPLANATION: On August 26, 2017, flood waters from Hurricane Harvey inundated the basement of City Hall, causing significant damage to the electrical switchgear equipment. This project will provide for design through construction administration phase services for City Hall’s electrical switchgear system.Therefore, the General Services Department (GSD) recommends that City Council approve a professional engineering services contract with Hirsch Engineering Inc., to perform design and construction phase services for Hurricane Harvey City Hall Electrical Switchgear Replacement Project.
On February 8, 2019 and February 15, 2019, GSD advertised a Request for Qualifications (RFQ) for the Hurricane Harvey – City Hall Electrical Switchgear Replacement Project. The RFQ contained selection criteria that ranked respondents on experience and key personnel. The Statements of Qualifications were due on March 21, 2019, and seven firms responded. GSD evaluated the respondents and based on the firm’s and project team’s experience, Hirsch Engineering Inc. offers the best value for the City.
PROJECT LOCATION: 901 Bagby St. Houston, Texas
PROJECT DESCRIPTION: This project involves replacement and relocation of the main electrical switchgear system at City Hall from the basement to the first floor.
SCOPE OF CONTRACT AND FEE: The contract provides for Basic Services and Additional Services Fees to be paid as a lump sum.

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ Ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides health benefits to eligible employees in compliance with City policy.
DISASTER RECOVERY NOTE: This item is related to the impact of Hurricane Harvey DR4332, and it is the City’s intent to seek reimbursement from the Federal Emergency Management Agency (“FEMA”) and other eligible sources for such expenditures.
CIP FISCAL NOTE: No significant Fiscal Operating impact is anticipated as a result of this project.
