The Houston Health Department (HHD) requests City Council approval of an ordinance authorizing a second amendment to agreements for the City’s Lead-Based Paint Hazard Demonstration Grant Program with 1) AAR Incorporated, 2) Ortho Construction/Renovation Company Inc., 3) R & A Building Specialists, Inc., 4) Trebor, Inc., and 5) Watson Consolidated, respectively. The purpose of the amendments is to add the federal contract requirements to ensure compliance with regulations for non-federal entity contracts under federal awards.
The provisions incorporated into the agreement pertain to the contractors’ compliance with the following federal regulations: Title VI of the Civil Rights Act of 1964; Title VII of the Civil Rights Act of 1968, also known as the Fair Housing Act; Age Discrimination Act of 1975; Flood Disaster Protection Act of 1973; Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970; Environmental Standards; National Flood Insurance Program; Displacement, Relocation, Acquisition and Replacement of Housing; Section 3 of the Housing and urban Development Act of 1968; Lead-Based Paint Poisoning Prevention Act; Residential Lead-Based Paint Hazard Reduction Act of 1992; use of Debarred, Suspended, or Ineligible Contractors or Sub-recipients; Uniform Administrative Requirements, Cost Principles and Audit Requirements; Conflict of Interest; Executive Order 11246; Eligibility for Certain resident Aliens; Compliance with Clean Air and Water Acts; Architectural Barriers Act of 1968, Americans with Disabilities Act; other provisions.
HHD will continue to perform lead-based paint hazard reduction in low income private housing units, conduct community outreach, education and blood-lead screening, and relocate families during hazard reduction when needed.
This program is grant funded by the U.S. Department of Urban Development (HUD) and with matching Community Development Block Grant (“CDBG”) funds provided by Houston Housing and Community Development Department.
