Summary:

2019-0486 MACAULAY CONTROLS COMPANY for Replacement Parts for Metering Pumps and Analyzers for Houston Public Works - 3 Years with two one-year options - $2,175,850.32 - Enterprise Fund

Background:

Sole Source for S64-S29039 - Approve the sole source purchase of replacement parts for metering pumps and analyzers from Macaulay Controls Company in the amount not to exceed $2,175,850.32 for Houston Public Works.

 

Specific Explanation: 

The Director of Houston Public Works and the Chief Procurement Officer recommend that City Council approve the sole source purchase of replacement parts for metering pumps and analyzers from Macaulay Controls Company in the amount not to exceed $2,175,850.32 for Houston Public Works and that authorization be given to make purchases, as needed, for a thirty-six (36) month period with two one-year options.  This award also includes a $205,147.50 labor component for the installation of meters, if required, at the East Water Purification and Northeast Water Purification plants.   

 

This award consists of nine (9) price lists for metering pumps and analyzer replacement parts; which include but are not limited to clamps, sensors, straps, cables, valves, analyzers, hoses, caps and fault relays to be used by the department for the chlorination (disinfection) and de-chlorination of equipment at water treatment plants.

 

Macaulay Controls Company is the sole authorized distributor of the metering pumps and analyzer replacement parts in the greater Houston area and surrounding counties.

 

This recommendation is made pursuant to Chapter 252, Section 252.022 (a)(7)(D) "a procurement of items that are available from only one source, including captive replacement parts or components for equipment" of the Texas Local Government Code for exempted procurements.

 

MWBE Participation:

Zero percentage goal-document approved by the Office of Business Opportunity.

 

Hire Houston First:

This procurement is exempt from the City’s Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing a sole source supplier for this purchase.

 

Fiscal Note:

Funding for this item is included in the FY20 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
