2019-0497 RECOMMENDATION from Director Houston Public Works for approval of final contract amount of $1,715,352.66 and acceptance of work on contract with GRAVA LLC for Small and Large Diameter Waterline Valve Replacement Project - 0.77% under the original contract amount (WA 11256)

SUBJECT:  Accept Work for Small and Large Diameter Waterline Valve Replacement Project

RECOMMENDATION:  (Summary)

Pass a motion to approve the final Contract Amount $1,715,352.66 or 0.77% under the original Contract Amount, accept the Work and authorize final payment.

PROJECT NOTICE/JUSTIFICATION:  Under this project, the contractor provided a work order based removal, disposal and installation of new small and large diameter waterline valves and ancillary work throughout the City.

DESCRIPTION/SCOPE: This project provided for the replacement of small and large diameter waterline valves that are deteriorated beyond repair, the installation of new valves, and the replacement of some small and large diameter water lines that are associated with the installation of the new valves.  The project was awarded to Grava LLC with an original Contract Amount of $1,728,691.95.  The Notice to Proceed date was 04/10/17 and the project had 365 calendar days for completion. 

LOCATION:   The project area is generally bounded by the City Limits.  The work performed under the contract included locations within Council Districts A, B, C, D, E, F, G, H, I, J and K.

CONTRACT COMPLETION AND COST:  The contractor, Grava LLC, has completed the work under the subject contract.  The project was completed beyond the established completion date with an additional 90 days approved by Change Order No. 1.  The final cost of the project, including overrun and underrun of estimated bid quantities is $1,715,352.66, a decrease of $13,339.29 or 0.77% under the original Contract Amount.  The decreased cost is a result of the difference between planned and measured quantities.

M/WSBE PARTICIPATION:  The advertised M/WBE contract goal for this project was 19.00%.  The M/WBE Plan established for this project was 19.00%.   According to Office of Business Opportunity, the participation was 13.40%.  The contractor’s M/WBE performance evaluation was rated “Satisfactory”.
