SUBJECT: Contract Award for Concrete and Asphalt Restoration
RECOMMENDATION: (Summary)
Accept low bid, award construction contract, and allocate funds.
SPECIFIC EXPLANATION:
This project will provide restoration of concrete and asphalt sections of roads within City limits following the repair of water and wastewater sewer lines performed by city crews. The restoration includes pavement of both smaller sections of various sizes and panel to panel of a road section.
DESCRIPTION/SCOPE: This project consists of restoration of concrete and asphalt section of roads within City Limits. The contract duration for this project is two-years, with a one-year option to renew, for a total of three years. This is a work-order based contract with projects assigned on an as-needed basis.
LOCATION: All Council Districts with in the City of Houston.

Associated Testing Laboratories, Inc. will provide Engineering Testing Services under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, Angel Brothers is a designated HHF company, and is also the successful awardee.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor has elected to pay into the Contractor Responsibility Fund in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 9% MBE goal and 6% WBE goal for this project.
