Summary:

O2019-0926 ORDINANCE consenting to the addition of 166.06 acres of land to FORT BEND COUNTY MUNICIPAL UTILITY DISTRICT NO. 143, for inclusion in its District

Background:

SUBJECT: Petition for the City’s consent to the addition of five (5) tracts of land totaling 166.06 acres to Fort Bend County Municipal Utility District No. 143 (Key Map No. 565C& G).

RECOMMENDATION: Petition for the City’s consent to the addition of five (5) tracts of land totaling 166.06 acres to Fort Bend County Municipal Utility District No. 143 be approved.

SPECIFIC EXPLANATION: Fort Bend County Municipal Utility District No. 143 (the “District”) was created through the TCEQ in 2003, and currently consists of 649.282 acres within Fort Bend  County. The District is within the extraterritorial jurisdiction of the City and has petitioned the City for consent to add 166.06 acres of vacant land, proposed to be developed as single family residential property, to the District. The proposed annexation tracts are located in the vicinity of Clay Head Road, McCrary Road, and Precinct Line Road. The addition of land to the District does not release it from the City’s extraterritorial jurisdiction.

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

The District has a wastewater collection system and treatment facility. The annexation tracts will be provided with wastewater treatment by the McCrary Meadows Wastewater Treatment Plant. Potable water is provided by the District.

The nearest major drainage facility for Fort Bend County Municipal Utility District No. 143 is Jones Creek, which flows into the Brazos River, and finally into the Gulf of Mexico. The proposed annexation tracts are within both the 100 year (50%) and 500 year (50%) floodplain. 

By executing the Petition for Consent, the District has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the District must be approved by the City of Houston prior to their construction.

The Utility District Review Committee recommends that the subject petition be approved.
