SUBJECT: Contract Award for Safe Sidewalk Program Work Authorization Project.
RECOMMENDATION: (SUMMARY) Accept low bid, award Construction Contract to TB Concrete Construction, Inc. and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the continuing effort by City of Houston (City) to construct request-based sidewalks throughout the City to meet the needs of its residents.
DESCRIPTION/SCOPE: The project provides for the construction of sidewalk improvements at various locations. This is a work order contract, projects will be assigned as they are designed in-house. The Contract duration for this project is 365 calendar days.
LOCATION: The project will be located throughout the City.
BIDS: This contract was advertised for bidding on March 15, 2019. Bids were received on April 4, 2019. The six (6) bids are as follows:

AWARD: It is recommended that this construction contract be awarded to TB Concrete Construction, Inc. with a low bid of $1,100,000.00 (0.890 adjustment factor).
PROJECT COST: The total cost of this project is $1,340,000.00 to be appropriated as follows:

Contingencies $55,000.00
Testing Services $75,000.00
CIP Cost Recovery $110,000.00
Testing Services will be provided by the JRB Engineering, LLC under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, TB Concrete Construction, Inc. is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor has elected to pay into the Contractor Responsibility Fund in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 9% MBE goal and 6% WBE goal for this project.
