Summary:

O2019-1034 ORDINANCE appropriating $715,730.59 out of Water & Sewer System Consolidated Construction Fund; awarding contract to T CONSTRUCTION, LLC. for Utility System Infrastructure Improvement; setting a deadline for the bidder’s execution of the contract and delivery of all bonds, insurance, and other required contract documents to the City; holding the bidder in default if it fails to meet the deadlines; providing funding for engineering and testing services, and contingencies relating to construction of facilities financed by the Water & Sewer System Consolidated Construction Fund

Background:

Contract Award for Utility System Infrastructure Improvement Contract

 

RECOMMENDATION: Award a Construction Contract for Utility System Infrastructure Improvement Contract to T Construction LLC. and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION:  This project is required to improve existing and/or install new water and sanitary sewer lines to provide development opportunities to areas inside the City limits currently not served or underserved by the City.

 

DESCRIPTION/SCOPE: This is an on-call construction project for the construction and/or replacement of water and sanitary sewer lines with all related appurtenances.  Work orders will be prepared as water and sewer connection requests are submitted by Houston Water.  The contract duration for this project is 730 calendar days. T Construction, L.L.C., with an original Contract Amount of $645,457.70 was the apparent lower bidder for this project.

 

LOCATION: This project was located within various areas within the City of Houston Limits.

BIDS: Base unit prices have been determined by Houston Public Works. Bidders submitted an adjusted factor to be applied to the base unit prices. The price for each work order issued to the contractor will be calculated by multiplying the pre-determined base unit price in the contract with the adjustment factor and with the quantities for the individual work orders. The three (3) bids received in terms of adjusted factors on May 2, 2019 were as follows:

PROJECT COST: The total cost of the project is $715,730.59 to be appropriated as follows:

·         Bid Amount                                                     $645,457.70

·         Contingencies                                                   $32,272.89

·         Engineering and Testing Services                   $38,000.00

 

Engineering Testing Services will be provided by Terracon Consultants, Inc. under previously approved contract.

HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, the proposed contractor is a designated HHF company, but they were the successful awardee without application of the HHF preference. 

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s Pay or Play ordinance regarding health benefits for the employees of the City of Houston contractors. In this case the consultants provide the health benefits to the eligible employees in compliance with City policy.  

M/WSBE PARTICIPATION:  No City M/WBE participation goal was established for this project as the contract amount did not exceed the threshold of $1,000,000.00 required for a goal-oriented contract per Section 15-82 of the Code of Ordinances.

 

FISCAL NOTE:  No significant Fiscal Operating impact is anticipated as a result of this project.
