Summary:

O2019-0591 ORDINANCE appropriating $2,567,596.00 out of Water & Sewer System Consolidated Construction Fund and approving and authorizing Professional Engineering Services Contract between the City of Houston and RPS INFRASTRUCTURE, INC for 48-inch water line along Orem Drive and Martindale Road,  from Almeda Genoa Road to Cullen Boulevard; providing Funding For CIP Cost Recovery relating to construction of facilities financed by the Water & Sewer System Consolidated Construction Fund - DISTRICT D - BOYKINS

Background:

SUBJECT: Professional Engineering Services Contract between the City and RPS Infrastructure, Inc., for 48-inch Water Line along Orem Drive and Martindale Road, from Almeda Genoa Road to Cullen Boulevard.

 

RECOMMENDATION: An ordinance approving a Professional Engineering Services Contract with RPS Infrastructure, Inc., and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION:  This project is part of the City’s long-range water supply plan and is required to comply with the Harris-Galveston Subsidence District requirement and to implement the City’s regionalization plan.

 

DESCRIPTION/SCOPE: This project consists of the design and construction of transmission and distribution lines to convey treated water from surface water facilities.

 

LOCATION:   The project area is generally bound by Orem Drive on the north, Almeda Genoa on the south, Martindale Road on the east and Cullen Boulevard on the west.  The project is located in Key Map Grids 574P, 574N, 573R and 573M

 

SCOPE OF CONTRACT AND FEE: Under the scope of the Contract, the Consultant will perform Phase I - Preliminary Design, Phase II – Final Design, Phase III -Construction Phase Services and Additional Services. Basic Services Fee for Phase I is based on cost of time and materials with not-to-exceed agreed upon amount. The total Basic Services appropriation is $1,192,550.00

 

The Contract also includes certain Additional Services to be paid either as lump sum or on a reimbursable basis. The total Additional Services appropriation is $1,141,628.00

 

The negotiated maximum for Phase I Services is $10,194.00

 

The total cost of this project is $2,567,596.00 to be appropriated as follows: $2,334,178.00 for Contract services and $233,418.00 for CIP Cost Recovery.

 

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.

 

M/WBE PARTICIPATION: The M/WBE goal for the project is set at 24.00%. The Consultant has proposed the following firms to achieve this goal.
