Summary:

O2019-0756 ORDINANCE appropriating $497,184.74 out of Metro Projects Construction DDSRF to the Interlocal Agreement between the City of Houston and HARRIS COUNTY FLOOD CONTROL DISTRICT for the Brays Bayou Flood Damage Reduction Plan for enhancements to the South 75th Street Bridge (Approved by Ordinance No. 2003-1282); providing funding for CIP Cost Recovery and contingencies relating to construction of facilities financed by the Metro Projects Construction DDSRF - DISTRICT I - GALLEGOS

Background:

SUBJECT:  Appropriation for the Interlocal Agreement for the Brays Bayou Flood Damage Reduction Plan (Project Brays).

RECOMMENDATION:  Approve an ordinance appropriating funds to an Interlocal Agreement for the enhancements to the South 75th Street Bridge between City of Houston (City) and Harris County Flood Control District (HCFCD).

PROJECT NOTICE/JUSTIFICATION:  This agreement was entered into pursuant to the Interlocal Cooperation Act (TEX>GOV’T CODE, ch. 791) by and between the City and HCFCD.  On June 13, 2000, Harris County Commissioners Court adopted the Project Brays.  Project Brays is a joint effort by HCFCD and the Corp of Engineers to lower the water surface elevation within Brays Bayou up to 3 feet for the 100-year storm. 

 

The lowering of the 100-year flood water level will reduce damaging floods which occur along the bayou.  Project Brays will widen Brays Bayou. This will require the replacement of various bridges, which also includes the replacement of the South 75th Street Bridge.

 

DESCRIPTION:  HCFCD is working on the design to replace the South 75th Street Bridge.  The City has requested enhancements to the design and construction of the proposed bridge projects.  The enhancements consist of reconstructing four (4) 11-foot traffic lanes from 62.83 feet wide to 70.5 feet wide with a 10-foot sidewalk on each side of the bridge in lieu of the existing 6-foot sidewalks. 

 

LOCATION:  The project is located in Key Map Grid 495W.

 

SCOPE OF THE AGREEMENT AND FEE:  On December 17, 2003, under Ordinance 2003-1282, City Council approved the Interlocal Agreement.  HCFCD will design and construct the bridge as part of the designated bridge projects declared within the Interlocal Agreement.  HCFCD will fund the cost of replacement of this bridge and all necessary facilities. The City will be 100% responsible for the additional engineering design and construction costs associated with the enhancements to the proposed bridge design. HCFCD shall provide construction drawings and specifications and shall administer construction of the project.

 

The total cost of the project is $497,184.74 to be appropriated as follows: $382,449.80 for project costs, $38,244.98 for CIP Cost Recovery and $76,489.96 for contingency.

 

FISCAL NOTE: No significant Fiscal Operating Impact is anticipated because of this project.
