Background:

Recommendation:  Approve an Ordinance authorizing 15 professional environmental consulting services task order contracts, and appropriating funds for the Environmental Consulting Services Task Order Program for FY2020.

 

 Specific Explanation:   On October 26 and November 2, 2018, the General Services Department (GSD) advertised a Request for Qualifications (RFQ) for professional environmental consulting services citywide. The RFQ contained selection criteria that ranked respondents on company experience, key personnel experience, sub-consultant’s experience, and office location. The Statements of Qualifications were due on December 6, 2018 and 29 firms responded.  A selection committee comprised of representatives from GSD, Houston Public Works, and Houston Airport System evaluated and ranked the respondents.  The following fifteen firms received the most points based on the advertised criteria and offer the best value for the City.

PROJECT LOCATIONS:  Citywide

 

SCOPE OF CONTRACT AND FEE:  The scope of work consists of comprehensive professional environmental consulting services to include: project planning and site studies for asbestos, lead, mold and indoor air quality; pre-acquisition environmental site assessment; preparation of construction documents, construction administration and inspection; evaluation and remediation of contaminants; system design; preparation of reports; and environmental testing for required work at leaking petroleum storage tank sites on City properties.  Under the terms of the contracts, the consultants will complete projects on a task order basis.  Fees for task orders will be paid on a negotiated lump sum or reimbursable basis.  Additionally, these agreements comply with the FEMA procurement requirements and can operate as pre-positioned contracts which qualify the pre-approved list of consultants to respond to requests for mitigation, preparedness, response and recovery services in the event of a disaster.

 PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City's 'Pay or Play' Ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides benefits to eligible employees in compliance with City policy.

M/WBE PARTICIPATION:  Due to the specialized and technical nature of the services, there are limited subcontracting opportunities because many certified sub-consultants are unavailable to respond on an emergency basis, which is often required for environmental issues.  The Office of Business Opportunity reviewed the scope of services and approved a 16.14% M/WBE goal for each contract, as described in the attached correspondence.
