Summary:

2019-0739 ORDINANCE awarding contract to HYDROMAX USA LLC for Valve Assessment, Repair, Replacement and Testing Services for Houston Public Works Department; providing a maximum contract amount - 3 Years with two one-year options - $12,254,155.94 - Enterprise Fund

Background:

Formal Bids Received March 21, 2019 for S10-L28762 – Approve an ordinance awarding a contract to Hydromax USA LLC in the maximum contract amount not to exceed $12,254,155.94 for valve assessment, repair, replacement and testing services for Houston Public Works.

 

Specific Explanation:

The Director of Houston Public Works and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a three-year contract with two one-year options to Hydromax USA LLC on its low bid meeting specifications for valve assessment, repair, replacement and testing services in the maximum contract amount not to exceed $12,254,155.94 for Houston Public Works.

 

This project was advertised in accordance with the requirements of the State of Texas bid laws.  Thirty-five prospective bidders downloaded the solicitation document from SPD’s e-bidding website, and two bids were received as outlined below:

The scope of work requires the contractor to provide all supervision, labor, parts, tools, materials, equipment and transportation necessary to locate water valves throughout the City of Houston’s water distribution system, and to map their locations using GPS and other methods.  The contractor shall also exercise valves (turning them on and off), perform minor repairs, create a deliverable database (information management program) for the drinking water and wastewater operations, analyze the results of the testing program, and provide recommended methods for improvement.

 

M/WBE Participation:

This invitation to bid was issued as a goal-oriented contract with an 11% goal for M/WBE participation level.  Hydromax USA LLC has designated the below-named company as its certified M/WBE subcontractor:

Pay or Play Program:

The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors.  In this case, Hydromax USA LLC provides health benefits to eligible employees in compliance with City policy.

 

Hire Houston First:

The proposed contract requires compliance with the City’s ‘Hire Houston First’ ordinance that promotes economic opportunity for Houston businesses, while supporting job creation.  In this case, Hydromax USA LLC does not meet the requirements of HHF designation, and no firms were within five percent.

 

Fiscal Note:

Funding for this item is included in the FY20 Adopted Budget.  Therefore, no Fiscal Note is required as stated in the Financial Policies.
