SUBJECT: Appropriation to the Brays Bayou Flood Damage Reduction Plan Interlocal Agreement between the City of Houston (City) and Harris County Flood Control District (HCFCD) for enhancements to the Lawndale Bridge.
RECOMMENDATION: Adopt an ordinance appropriating funds to the Brays Bayou Flood Damage Reduction Plan Interlocal Agreement between the City and HCFCD.
PROJECT NOTICE/JUSTIFICATION: This project is a joint effort by HCFCD and the US Army Corp of Engineers to lower the water surface elevation within Brays Bayou up to 3 feet for the 100-year storm. The lowering of the 100-year flood water level will reduce damaging floods which occur along the bayou. The Federal Flood Damage Reduction Project will widen Brays Bayou thus requiring various bridges, which include the Lawndale Bridge to be replaced.
DESCRIPTION: HCFCD is working on the design to replace the Lawndale Bridge. The City has requested enhancements to the design of the proposed bridge project. The enhancements consist of altering the bridge design from 74 feet wide to 78.5 feet wide in order to accommodate a 10-foot-wide sidewalk for pedestrian and bike access, 2 (two) 11-foot-wide traffic lanes on each side of the bridge and a 12-foot-wide median.
LOCATION: The project is located along Brays Bayou between the Houston Ship Channel and State Highway 6.
SCOPE OF THE AGREEMENT AND FEE: The interlocal agreement was approved by City Council on December 17, 2003, under Ordinance No. 2003-1282. HCFCD will design and construct the Lawndale Bridge as part of the designated bridge projects declared within the Interlocal Agreement. HCFCD will fund the cost of replacing the bridge and all necessary facilities. The City will be fund the cost of the additional engineering design and construction costs associated with the enhancements to the proposed bridge design. HCFCD shall provide construction drawings and specifications and shall administer construction of the project.
The total cost of this project is $452,236.87 to be appropriated as follows: $347,874.52 for Contract Services, $69,574.90 for contingency and $34,787.45 for CIP Cost Recovery.
FISCAL NOTE: No significant Fiscal Operating Impact is anticipated because of this project.
