SUBJECT: Contract Award for 69th Street Wastewater Treatment Plant Improvements (Package 6).
RECOMMENDATION: Award a Construction Contract for 69th Street Wastewater Treatment Plant Improvements (Package 6) and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s ongoing program to renew/replace inefficient components of the existing Wastewater Treatment Plant (WWTP) facilities.
DESCRIPTION/SCOPE: This project consists of the replacement of wastewater filtration from sand filter system to discfilter system including pumps, electrical equipment, instrumentation, concrete structure, piping, sensors and valves. The Contract duration for this project is 710 calendar days. This project was designed by Binkley & Barfield, Inc.
LOCATION: The project area is located at 2525 South SGT Macario Garcia Dr., Key Map Grid 494R.
BIDS: This project was advertised for bidding on February 1, 2019. Bids were received on February 28, 2019 The three (3) bids are as follows:

Testing Services will be provided by Earth Engineering, Inc., under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case CSA Construction, Inc., is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor provides benefits for some employees but will pay into the Contractor Responsibility Fund for others, in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 11.00% MBE goal and 7.00% WBE goal for this project.
