RECOMMENDATION: Approve and authorize a Parking Agreement between Star Properties, L.L.C. (Landlord) and City of Houston (Tenant) for surface parking located east of 7125 Ardmore Street, for the Department of Neighborhoods and Houston Police Department.
SPECIFIC EXPLANATION: On July 8, 2009, by Ordinance No. 2009-0657, Council approved a ten-year lease agreement with Ardmore Professional Center, L.L.C., for 44,779 square feet of office space at 7125 Ardmore Street, for the Department of Neighborhoods (DON) and Houston Police Department (HPD) Major Offenders Division’s Environmental Investigation Unit. DON and HPD use this office space to house inspectors and hearing officials who are responsible for enforcing various City of Houston Codes including, but not limited to open and dangerous buildings, weeded lots, junk motor vehicles, nuisances on private property, housing and environmental violations.
The office space lease agreement provides for two surface parking lots, at no cost to the City. One parking area is located adjacent to the office building; the other parking area is across Ardmore Street on the west side of the office building (the West Parking Lot). The City desires to remove the West Parking Lot from the office space lease agreement and enter into a Parking Agreement with Star Properties, L.L.C., to lease a 2.4769-acre tract of land located next to the building, on the east side of Ardmore Street. Star Properties is an affiliate of Ardmore Professional Center and will provide the surface lot at no cost to the City. Council will be requested to approve a first amendment to the office space lease agreement to remove the West Parking Lot, contemporaneously with this Council action.
Therefore, the General Services Department recommends approval of a Parking Agreement between Star Properties, L.L.C. (Landlord) and City of Houston (Tenant) to lease a 2.4769-acre tract of land located east of the office building at 7125 Ardmore Street, for DON and HPD. The proposed Parking Agreement will commence on the date of countersignature by the City Controller and terminate on November 15, 2019, the expiration date of the amended office space lease agreement. The City’s right to use the parking area, at no cost, shall continue so long as the amended office lease agreement with Ardmore Professional Center, L.L.C., remains in effect.
