Background:

Best Value Bid Received August 16, 2018 for S19-L26629 - Approve an ordinance awarding a contract to Star Service, Inc. dba Star Service, Inc. of Houston in the amount not to exceed $5,484,719.68 for heating, ventilation, and air conditioning services for Houston Public Works.

 

Specific Explanation:

The Director of the Houston Public Works and the Chief Procurement Officer recommends that City Council approved an ordinance awarding a three-year contract, with two one-year options to Star Service, Inc. dba Star Service, Inc. of Houston on its Best Value Bid (BVB) in the amount not to exceed $5,484,719.68 for heating, ventilation, and air conditioning services for Houston Public Works.

 

The scope of work requires the contractor to provide all labor, supervision, parts, tools, materials, equipment, supplies, test equipment, personal protective equipment and facilities necessary to provide maintenance and repairs on Heating Ventilation and Air Conditioning (HVAC) systems.  HVAC systems includes window units, fan coil units, split systems, roof-top units, chillers (air and water), boilers, and auxiliary equipment (controls, thermostats, ducts etc.).

 

This project was advertised in accordance with the requirements of the State of Texas bid laws.   Forty prospective bidders downloaded the solicitation document from the Strategic Procurement Division's (SPD's) e-bidding website and as a result, BVB’s were received from Star Service, Inc. dba Star Service, Inc. of Houston, Gowan, Inc., TDIndustries, Inc., and Kilgore Industries, Inc.  The Evaluation Committee (EC) was comprised of five evaluators from Houston Public Works, General Services, and Parks Departments.  The bids were evaluated based upon the following criteria.

Star Service, Inc. dba Star Service, Inc. of Houston was deemed the best respondent.

 

M/WBE Subcontracting:

This best value bid was issued as a goal oriented contract with an 11% M/WBE participation level.  Star Service, Inc. dba Star Service, Inc. of Houston has designated the below-named company as its certified M/WBE subcontractor.

Pay or Play Program:

The proposed contract requires compliance with the City's 'Pay or Play' ordinance regarding health benefits for employees of City contractors.  In this case, Star Service, Inc. dba Star Service, Inc. of Houston provides health benefits to eligible employees in compliance with City policy.

 

Hire Houston First:

The proposed contract requires compliance with the City's Hire Houston First (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation.  In this case, Star Service, Inc. dba Star Service, Inc. of Houston is a designated HHF, but they were the successful awardee without application of the HHF designation preference.

 

Fiscal Note:

Funding for this item is included in the FY19 Adopted Budget.  Therefore, no Fiscal Note is required in the Financial Policies.
