SUBJECT: Amendment to the Advance Funding Agreement (AFA) between the City of Houston and Texas Department of Transportation (TxDOT) for installation of Traffic Signal Control Software at signalized intersections within the City of Houston.
RECOMMENDATION: Adopt an Ordinance approving an amendment for the Advance Funding Agreement with Texas Department of Transportation for the Central Traffic Management System and Traffic Signal Controller Software project.
LOCATIONS: The project area is generally bounded by the City Limits.
PREVIOUS HISTORY: On July 26, 2017, by Ordinance Number 2017-0551, City Council approved an Advance Funding Agreement with TxDOT to reimburse the City for 80% of the project costs up to $2,400,000.00.
On February 10, 2016, by Ordinance Number 2016-0113, City Council approved an Ordinance for funding in the amount of $3,335,404.00 and awarded a Contract to Trafficware Group, Inc. The project consisted of the controller software to be installed at approximately 2,400 signalized intersections throughout the City of Houston.
On September 10, 2014, by Ordinance Number 2014-0831, City Council approved an appropriation of $5,000.00 and authorizing an Advance Funding Agreement for TxDOT relating to the installation of Traffic Signal Control Software at signalized intersections within the City of Houston. The Advance Funding Agreement was for 2 years which is due to expire on March 31, 2019.
DESCRIPTION/SCOPE OF AMENDMENT: This request is for the City Council to approve and adopt an Ordinance for an amendment to existing AFA agreement between the City of Houston and TxDOT. The original AFA is due to expire on March 31, 2019, TxDOT has agreed to extend the deadline to December 31, 2021.
The amount of time allotted in the AFA did not include sufficient time for the City of Houston to vet and select a product for deployment. The selection process was comprised of multiple stages including a Request for Qualifications (RFQ), presentations, demonstrations, price proposals and negotiations. Considerable time was spent on this process to ensure the City of Houston made a best value selection. The selection process ended on October 2015 and City Council approved the contract with Trafficware Group, Inc.
The project is currently in progress and no additional budget is needed.
