ORDINANCE approving and authorizing first amendment to the Design Build Contract between the City of Houston and DRYMALLA CONSTRUCTION COMPANY, INC to increase the Director's Authority to approve change orders for the Houston Fire Department Academy Burn Building Renovation Project (Approved by Ordinance No. 2017-0470) - DISTRICT D - BOYKINS

RECOMMENDATION:   Approve a First Amendment to the Design/Build Contract with Drymalla Construction Company, Inc.

SPECIFIC EXPLANATION: The General Services Department recommends that City Council approve a First Amendment to the design/build contract with Drymalla Construction Company, Inc., to increase the director’s authority to approve change orders up to 17% of the original contract price. During construction it was discovered that the existing fire brick walls are unstable and need replacing.  This First Amendment is necessary for the removal and replacement of 1,500 square feet of existing fire brick walls and the installation of a second Burn Crib, which will exceed the original 5.25% contingency.


PROJECT LOCATION:  8030 Braniff Street (Key Map: 575K)

PREVIOUS HISTORY AND PROJECT SCOPE:  On June 28, 2017, Ordinance No. 2017-0470, City Council awarded a design/build contract to Drymalla Construction Company, Inc., and appropriated $203,500.00 for pre-construction phase services for HFD Training Academy Burn Building.  On March 28, 2018, Ordinance No. 2018-0245, City Council appropriated an additional $2,035,500.00 for construction phase services.  The project will renovate the existing 12,000 square foot facility, including retrofitting new fire environment technology training systems; repairing the existing shell structure; and installing concrete heat shield tiles throughout the building to protect the structure from fire damage.
