Specific Explanation:
The Director of the Houston Health Department and the Chief Procurement Officer recommend that City Council approve the sole source purchase of Picarro G2307® formaldehyde gas concentration analyzers from Picarro, Inc. in the total amount of $90,600.00 for the Houston Health (HHD) and that authorization be given to issue a purchase order. The Picarro G2307® formaldehyde gas concentration analyzers will be used by the HHD's Bureau of Pollution Control and Prevention staff. This project aims to 1) identify and profile air toxic sources posing the highest population risk in Houston and 2) evaluate the impact of emission reduction measures where formaldehyde is the largest risk driver. Additionally, this equipment addresses the goals and objectives of the Air Toxics Ambient Monitoring grant awarded to the HHD in accordance with the Environmental Protection Agency mandates.
Picarro, Inc. is the sole source manufacturer, designer, and distributor for the Picarro G2307® formaldehyde gas concentration analyzer in the United States.
This recommendation is made pursuant to Chapter 252, Section 252.022 (a) (7) (A) "a procurement of items that are available from only one source, including: items that are available from only one source because of patents, copyrights, secret processes, or natural monopolies" of the Texas Local Government Code for exempted procurements.

Hire Houston First:
This procurement is exempt from the City's Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing a sole source supplier for this purchase.
