The Houston Health Department (HHD) requests City Council approval of an ordinance authorizing the director of the Houston Health Department to accept and expend grant funds from the Women's Health and Family Planning Association of Texas (WHFPT), when awarded, for family planning services at city health centers. This award allows the City to obtain funds to operate Title X services and programming within City health centers. The grant period is from April 1, 2019 through March 31, 2020 for an anticipated budget of $610,785.00.
HHD also requests City Council authorizes the Mayor to execute all related contracts, agreements and documents with the approval of the City Attorney in connection with the grant and to authorize the director or his designee to act as the City’s representative with the authority to apply for, accept and expend the grant funds if and as awarded, and to accept and expend all subsequent supplemental awards, if any, and to extend the term and/or budget and project period, not to exceed five years, if extended by the WHFPT.
Under this grant, HHD will provide reproductive health and family planning services to approximately 31,154 clients. Client encounters will include medical and counseling services, client education, referral to partnering health organizations, community education and outreach. Termination services and/or products are not provided by the state funder or HHD.
In general, HHD Title X program focuses on reproductive health services and reproductive life planning for women and men of reproductive age who have not had sterilization surgery or other conditions resulting in sterilization. All persons who seek and receive reproductive health services are eligible and counted as an encounter associated with these funds. There are no other eligibility requirements for this funding.
