RECOMMENDATION: The General Services Department recommends approval of final contract amount of $435,252.00 and acceptance of work on contract with Progressive Commercial Aquatics, Inc. for Pools/Splashpad – MacGregor, De Zavala, Lincoln, Oak Forest, and Hidalgo Parks, – 1.37% over the original contract amount and under the 5% contingency.
SPECIFIC EXPLANATION: The General Services Department recommends that City Council approve the final contract amount of $435,252.00 or 1.37% over the original contract amount, accept the work and authorize final payment to Progressive Commercial Aquatics, Inc. for construction services relating to pool and splashpad renovations at MacGregor, De Zavala, Lincoln, Oak Forest, and Hidalgo Parks, for the Houston Parks and Recreation Department.

PROJECT DESCRIPTIONS: The scope of work consisted of the following
• MacGregor Park – replaced pumps and filters; installed significant piping rework, new valves and fittings.
• De Zavala Park – replaced pumps and filters; reworked selective piping and installed new valves and fittings; and filled existing pump pit.
• Lincoln Park – replaced pumps and filters; reworked selective piping, installed new valves and fittings; and filled existing pump pit.
• Oak Forest Park – replaced pumps and filters; reworked selective piping, installed new valves and fittings; and filled existing pump pit.
• Hidalgo Park – replaced splashpad surfacing.
CONTRACT COMPLETION AND COST: The contractor completed the project within the original contract time of 120 days. The final cost of the project including Change Order No. 1 is $435,252.00, an increase of $5,902.00 over the original contract amount.
PREVIOUS CHANGE ORDER: Change Order No. 1 added expansion joints to the existing splashpad concrete base pad and added custom color for the splashpad surfacing at Hidalgo Park.
M/W/SBE PARTICIPATION: This contract is exempt from the M/WBE subcontracting provisions because the value of the contract did not exceed the threshold of $1 million required for a goal oriented contract as provided in §15-82 of the Houston Code of Ordinances.
