By Ordinance No. 2014-1144 City Council approved a contract with Waste Management of Texas, Inc. for solid waste landfill services. Waste Management’s is one of several disposal contracts with comparable rates that the Department of Solid Waste Management maintains in order to have disposal facilities in as many sectors of the city as possible for operational efficiency and reduced vehicle expenses due to shorter travel distances. This contract renews automatically each year until its completion date of June 30, 2019. Continued funding relies on an annual allocation of budgeted funds approved by City Council.
This request is to amend Ordinance No. 2014-1144 to increase the maximum spending amount from $5,000,000 to $6,500,000. The $1,500,000 increase in maximum spending amount is due to disaster debris removal expenses as a result of recovery efforts from Hurricane Harvey. The City of Houston, the City of San Antonio and disaster debris vendors collected and disposed of approximately 350,000 cubic yards of disaster debris at Waste Management’s landfills (150,000 cubic yards to Atascocita and 200,000 cubic yards to Fairbanks).
The City has received advanced funding from FEMA and the Office of the Governor for disaster debris operations which cover 100% city funds expended. Expenses for this item have been reviewed and approved by Finance/TetraTech.
The amount remaining on this contract is $38,418.36. The additional funding of $1,500,000 is expected to cover operations until the expiration of the contract, June 30, 2019.
M/WBE Participation: The M/WBE participation goal for the contract is 11%. To date, the Contractor is achieving 37% participation, met by the certified M/WBE Magna-Flow International, Inc. and Taylor Smith Consulting, LLC. The Office of Business Opportunity will continue to monitor this contract to ensure maximum M/WBE participation
Fiscal Note:
Funding for this item is included in the FY2019 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
