RECOMMENDATION: The General Services Department recommends approval of final contract amount of $1,726,717.49 and acceptance of work on contract with DNB Enterprises, Inc. for 100 Japhet Street - 0.82% over the original contract amount and under the 4% contingency.
SPECIFIC EXPLANATION: The General Services Department recommends that City Council approve the final contract amount of $1,726,717.49 or 0.82% over the original contract amount, accept the work and authorize final payment to DNB Enterprises, Inc. for construction services in connection with the Remediation and Tank Replacement at 100 Japhet Street for Houston Public Works.
PROJECT LOCATION: 100 Japhet Street, Houston, Texas (Key Map 484-L)
PROJECT DESCRIPTION: The project removed one 25,000-gallon gasoline underground storage tank (UST), two 25,000-gallon diesel USTs, and associated appurtenances; installed four 25,000-gallon USTs; performed concrete saw-cutting, removal, and disposal; disposed of aqueous liquid and excavated soil; backfilled and compacted the excavation; and completed pour-back of concrete.
CONTRACT COMPLETION AND COST: The contractor completed the project within 770 days: the original contract time of 120 days, plus 650 days approved by Change Orders. The final cost of the project including Change Orders is $1,726,717.49, an increase of $13,961.49 over the original contract amount.
PREVIOUS CHANGE ORDER: Change Orders 1 through 8 provided modifications to add four FE Petro sub-pumps versus the variable speed sub pumps in the original specifications; provided and installed four 4Hp stainless steel sub pumps verses the 5Hp big flow sub pumps; provided additional three-month rental of temporary fuel vessels; furnished and installed a one-inch electric hose-reel, hose, and nozzle to facilitate the fueling on the on-site emergency generator; removed and disposed of historic shoring system that had been buried in-place; repaired water line leak; provided additional excavation and disposal of contaminated soil including additional concrete break-out and repair, and additional backfill; supplied and installed a waterline backflow preventer on the waterline running to the fuel island; installed one groundwater monitoring well, performed groundwater sampling and laboratory analysis in accordance with TCEQ requirements; and provided credits to the City for materials and work not required to complete the project.
M/W/SBE PARTICIPATION: The contract contained a 15% MBE goal and a 13% WBE goal. According to the Office of Business Opportunity, the contractor achieved 16.14% MBE/SBE participation and 21.5% WBE participation and was assigned a satisfactory rating.
