SUBJECT: Accept Work for Waterline Rehab and Replacement Project, WBS No. S-000035-0240-4, File No. WA 11239
RECOMMENDATION: (Summary)
Pass a motion to approve the final contract amount of $1,546,923.19 or 0.14% under the original contract amount, accept the work, and authorize final payment.
SPECIFIC EXPLANATION:
PROJECT NOTICE/JUSTIFICATION: Under this project, the contractor provided a work order based improvement and/or new installation of main water lines and service lines including replacement of a few damaged or irreparable waterline valves and fire hydrants throughout the City.
DESCRIPTION/SCOPE: This project consisted of the repair, improvement and/or new installation of main water lines and service lines. The main lines ranged in diameter up to 16 inches and the water service line ranged in size from ¾-inch to 2-inches in diameter. The project was awarded to CES Utilities, Inc. with an original contract amount of $1,549,067.00. The Notice to Proceed date was 04/13/16 and the project had 365 calendar days for completion.
LOCATION: The work performed under the contract included locations within Council Districts A, B, C, D, E, F, G, H, I, J and K.
CONTRACT COMPLETION AND COST: The contractor CES Utilities, Inc, has completed the work under the contract within the contract time. City Council approved the original Contract on March 23, 2016 under Ordinance No. 2016-0211. The final cost of the project, including overrun and underrun of estimated bid quantities is $1,546,923.19, a decrease of $2,143.81 or 0.14% under the original contract amount.
M/WBE PARTICIPATION: The contract MBE and WBE Goals were 12% and 8% respectively. According to Office of Business Opportunity, the actual participation was 21.82%. The contractor was awarded an “Outstanding” rating for MWSBE participation.
