The Director of Houston Public Works recommends that City Council approve an ordinance authorizing the acceptance of funds through a Grant Agreement between the City of Houston and the TEXAS COMMISSION on ENVIRONMENTAL QUALITY (TCEQ) for administering the Texas Emission Reduction Program’s (TERP) Alternative Fueling Facilities grant; declaring the City’s eligibility for such grant; authorizing the Director, or designee, of Houston Public Works to act as signatory on the grant application with the authority to apply for, accept and expend the grant funds, as awarded, and to apply for and accept and expend all subsequent awards, if any, to extend the budget period, and to authorize the Mayor to execute all related contracts, agreements and documents with the approval of the City Attorney in connection with the grant not to exceed five years.
The grant program makes funds available for the construction or expansion of alternative fuel fueling stations within the Clean Transportation Zone (an 83-county area including Harris County).
The grant funded project is to construct a new propane fueling station to provide alternate fuel for city owned vehicles and equipment. Improvements include modification of the existing fueling facility with a separate propane fuel pump located at 5500 McCarty. The station capacity will be two 1,000-gallon above ground tanks with a single dispenser pump with the ability to increase as demand grows.
The period of performance for this grant is 5-years from the effective date of the contract. The total project cost is $118,850.00 ($59,425.00 State share and $59,425.00 local share).
