Summary:

ORDINANCE approving and authorizing the first amended and restated Strategic Partnership Agreement between the City of Houston, Texas and SOUTHERN MONTGOMERY COUNTY MUNICIPAL UTILITY DISTRICT

Background:

The Planning and Development Department has negotiated Strategic Partnership Agreements between the City of Houston and the utility districts listed below.

 

In each of these Districts, the City is annexing for limited purposes only commercial property and undeveloped land intended for commercial use. There is no population located in these territories. Upon annexation, the City will levy a 1 percent sales tax in all the districts listed below except in Fort Bend Fresh Water Supply District No. 1. In that District, the remaining local component of 0.5 percent will be levied by the City. All taxes collected in the areas will be divided evenly between the City and the District. For each of the Districts, there is no out-of-district territory being annexed, hence the city is not required to provide a service.

 

All agreements require public notice and two public hearings which were held on November 7 and November 14.

Baybrook MUD No. 1 (Amendment 1)

El Dorado UD (Amendment 1)

Harris-Fort Bend Counties MUD No. 5

Southern Montgomery County MUD

 

Council District assignments of the newly annexed areas are detailed on the accompanying SPA Precinct Memorandum.
