The Chief of the Houston Police Department and the Chief Procurement Officer recommend that City Council approve various awards, as shown below, in the amount not to exceed $3,930,651.32 for the purchase of rifle resistant plates with carriers for the Houston Police Department and that authorization be given to issue one-time purchase orders.
The scope of work requires the contractor to provide all labor, materials, equipment, tools, supplies, supervision, and facilities necessary for the custom fitting, supply, and delivery of rifle resistant plates with carriers for the Houston Police Department.
The Best Value Bid (BVB) was advertised in accordance with the requirements of the State of Texas bid laws. Eleven (11) prospective bidders downloaded the solicitation document from SPD’s e-bidding website, and as a result BVBs were received from the following:

FirstSpear, LLC: Award on its best value bid for Group No. 1 (Line Item Nos. 1 and 2) in the amount not to exceed $727,362.32.
Crye Precision, LLC: Award on its best value bid for Group No. 1 (Line Item No. 3) in the amount not to exceed $377,169.00.
Safariland, LLC: Award on its best value bid for Group No. 2 (Line Item Nos. 1, 2, and 3) in the amount not to exceed $2,826,120.00.
M/WBE Participation:
Zero-percentage goal document approved by the Office of Business Opportunity.
Hire Houston First:
The proposed award requires compliance with the City's “Hire Houston First” (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation.
