RECOMMENDATION: (Summary) Accept low bid, award construction Contract and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project will provide for the removal, disposal and installation of new small and large diameter waterline valves and ancillary work.
DESCRIPTION/SCOPE: Work shall include replacement of small and large diameter waterline valves that are deteriorated beyond repair, the installation of new valves, and the replacement of some small and large diameter water lines that are associated with the installation of the new valves. The contract duration for this project is 730 calendar days.
LOCATION: The project area is generally bounded by the City Limits.
BIDS: The project was advertised for bidding on August 3, 2018. Bids were received on August 30, 2018. The Six (6) bids are as follows:

Testing Services will be provided by Raba–Kistner Consultants, Inc. under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case, PM Construction & Rehab, LLC dba IPR South Central is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the contractor provides health benefits to eligible employees in compliance with City policy.
M/WSBE PARTICIPATION: The contract was advertised with an MBE Goal of 12.00% and a WBE Goal of 7.00%. The contractor submitted a Good Faith Effort which the Office of Business Opportunity (OBO) approved.
