HPW- 20WR84 – Petition Addit (1.125) Harris County Water Control and Improvement District No. 84

Agenda Item#: 37.

Summary:

ORDINANCE consenting to the addition of 1.125 acres of land to HARRIS COUNTY WATER CONTROL AND IMPROVEMENT DISTRICT NO. 84, for inclusion in its district - TAGGED BY COUNCIL MEMBER EDWARDS

This was Item 34 on Agenda of October 17, 2018

Background:

SUBJECT: Petition for the City’s consent to the addition of 1.125 acres to Harris County Water Control and Improvement District No. 84 (Key Map No. 458X).

RECOMMENDATION: Petition for the City’s consent to the addition of 1.125 acres to Harris County Water Control and Improvement District No. 84 be approved.

SPECIFIC EXPLANATION: Harris County Water Control and Improvement District No. 84 was created through the TCEQ in 1963, and currently consists of 1,166.445 acres within Harris County. The district is within the extraterritorial jurisdiction of the City and has petitioned the City for consent to add 1.125 acres of undeveloped property, proposed to be developed as part of an existing mobile home park, to the district. The proposed annexation tract is located in the vicinity of Woodforest Blvd., Del Dale Avenue, Ashland Blvd., and Sheldon Road. The addition of land to the district does not release it from the City’s extraterritorial jurisdiction.

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water conveyance, and other public services.

The District has a wastewater collection system and treatment facility. The annexation tract will be provided with wastewater treatment by Harris County Water Control and Improvement District No. 84 Wastewater Treatment Plant. Potable water is provided by the district.

The nearest major drainage facility for Harris County Water Control and Improvement District No. 84 is the San Jacinto River, which flows into the Houston Ship Channel. The proposed annexation tract is within the 100-year floodplain (100%), and is not within the 500-year floodplain.

By executing the Petition for Consent, the district has acknowledged that all plans for the construction of water conveyance, wastewater collection, and storm water collection systems within the district must be approved by the City of Houston prior to their construction.

The Utility District Review Committee recommends that the subject petition be approved.
