Summary:

RESOLUTION approving and authorizing the nomination and submission of nine projects for funding consideration in the 2018 Transportation Improvement Program call for projects administered by the Houston-Galveston Area Council

Background:

SUBJECT:

Resolution supporting the submission of applications for grant assistance to the Houston-Galveston Area Council (H-GAC) for various mobility projects.

RECOMMENDATION:

 

Adopt a resolution supporting the submission of applications for grant assistance to H-GAC for various mobility projects.

 

SPECIFIC EXPLANATION:

 

The Houston-Galveston Area Council (H-GAC) issued a call for projects to commit federal and state funds to mobility projects.  Houston Public Works will submit applications to construct the following projects.

 

  • Aldine Westfield - Pine Tree to BW-8.  Reconstruct the 4-lane corridor with improved intersections, signals, and pedestrian facilities.

     

  • Antoine - US 290 to W. Mount Houston.  Partnership with Harris County Precinct 1.  Added capacity in sections from US 290 to Tidwell, upgraded sidewalks, bicycle path, intersection improvements and grade separation over the railroad tracks. 

     

  • Broadway – SH 3 to IH-45.  Reconstruction to current standard, wider sidewalk, a buffered on-street bicycle facility, ADA compliant ramps and crosswalks, a wide median throughout the corridor with left-turn bays as needed, improved intersections, and safer railroad crossing.

     

  • Dairy Ashford - IH-10 to Westheimer.  Reconstruction includes sidewalks to standard and widening to 6 lanes from Buffalo Bayou to Westheimer.  Bridge over Buffalo Bayou to be reconstructed; reviewing impacts of raising above 500-year floodplain.

     

  • Gellhorn - IH-10 to IH-610.  Reconstruct the roadway with median turn lanes, on-street bicycle facility and a 6-ft. sidewalk.  Major benefit to food distribution resilience.

     

  • Waugh/Heights - Nevada to IH-10.  Remove cloverleafs and establish a safe Single Point Urban Interchange (SPUI) at Memorial Drive allowing for reallocation of 16 acres into stormwater detention/urban park space. Includes improvements to all bridges along the corridor, safer bicycle facilities, sidewalks, and transit stops.

     

  • West Fuqua - City limit to Chimney Rock. Reconstruct existing 4-lane concrete road with on-street bike lanes.  Intersection improvements at various locations, turn lanes at Fondren, signalization at Ridgecreek.

     

  • Westheimer/Elgin - Shepherd to Main. Reconstruction of Westheimer Road to support use of multiple modes of transportation and improve safety along the corridor for all users.   Improvements include replacing traffic signals, left turn lanes at major intersections, widening sidewalks, and bus pullouts. 

     

  • ITS – EOC-HPW Fiber Optic Cable Integration.  Install approximately 45 miles of fiber optic cable connecting Houston Public Works communication facilities, Houston Emergency Center and Houston TranStar.  Enables center-to-center communications and provides multiple redundancy pathways to communication centers.
