The Director of the Houston Airport System and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a three-year contract with two one-year options to Covenant Aviation Security, LLC in the amount not to exceed $22,917,697.00 for Security Guard Services for the Houston Airport System.
The scope of work requires the contractor to provide all personnel, management, supervision, transportation, equipment and incidentals necessary to provide security guard services for George Bush Intercontinental, William P. Hobby and Ellington Airports.
This project was advertised in accordance with the requirements of the State of Texas bid laws. One hundred twenty-eight prospective proposers downloaded the request for proposal document from SPD's e-bidding website, and as a result, proposals were received from Covenant Aviation Security, LLC, Vets Securing America, Sunstates Security, LLC, G4S Secure Solutions (USA) Inc., Allied Universal Security Services, ACTS-Aviation Security, Inc., Securitas Security Services (USA) Inc., Blue Knight Security LLC and Command Security Corporation dba Aviation Safeguards.
The evaluation committee was comprised of five evaluators from the Houston Airport System, Fleet Management and General Services Departments. The proposals were evaluated upon the following criteria:

- Price
