Summary:

RECOMMENDATION from Director Houston Public Works for approval of final contract amount of $1,362,559.11 and acceptance of work on contract with PORTLAND UTILITIES CONSTRUCTION COMPANY, LLC for Site Specific Sanitary Sewer Rehabilitation by Pipe Bursting and Cured-In-Place Pipe Methods - 0.50% over the original contract amount and under the 5% contingency amount (4235-85) - DISTRICTS G - TRAVIS and H - CISNEROS

Background:

SUBJECT: Accept Work for Site Specific Sanitary Sewer Rehabilitation by Pipe Bursting and Cured-In-Place Pipe Methods.

 

RECOMMENDATION: (Summary) Pass a motion to approve the final contract amount of $1,362,559.11, which is 0.50% over the original contract amount and under the 5% contingency amount, accept the work, and authorize final payment.

 

PROJECT NOTICE/JUSTIFICATION: Under this project, the contractor provided site specific sanitary sewer rehabilitation by pipe bursting and cured-in-place pipe methods to deteriorated sewer collection systems throughout the City.

 

DESCRIPTION/SCOPE: This project consisted of site specific sanitary sewer rehabilitation by pipe bursting and cured-in-place pipe methods. The project was awarded to Portland Utilities Construction Company, LLC with an original contract amount of $1,355,728.48. The Notice to Proceed date was 05/26/2016 and the project had 365 calendar days for completion.

 

LOCATION: This work order project was located within Council Districts G and H.

 

CONTRACT COMPLETION AND COST: The contractor, Portland Utilities Construction Company, LLC, has completed the work under the contract. The contract was completed within the contract time with an additional 450 days approved by Change Orders No. 2, No. 3, and No. 4. The final cost of the project is $1,362,559.11, an increase of $6,830.63 or 0.50% over the original contract amount. More hand excavated service reconnections were needed than anticipated.

 

The final amount of this work order contract was not affected by Change Orders No. 1, No. 2, No. 3 and No. 4.        

 

MWDBE PARTICIPATION:  The MWDBE goal for this project was 21.66%. According to the Office of Business Opportunity, the actual participation was 38.74%. The contractor was awarded an “Outstanding” rating from the Office of Business Opportunity.
