Waste Management of Texas, Inc. is one of several disposal contracts with comparable rates that the Department of Solid Waste Management maintains in order to have disposal facilities in as many sectors of the city as possible for operational efficiency and reduced vehicle expenses due to shorter travel distances. This contract renews automatically each year until its completion date of July 30, 2019. Continued funding relies on an annual allocation of budgeted funds approved by City Council.
This request is for the amount of $1,500,000.00, which replaces funding which was used during Hurricane Harvey disaster debris operations. The City of Houston North Operations team and the City San Antonio were primary users of this contract during primary Harvey recovery efforts with at least 150,000 cubic yards of disaster material being collected and disposed of at the Atascocita WM Landfill.
This disposal contract was approved by City Council in 1988 for disposal for non-putrescible solid waste (junk waste and heavy trash) at their Hardy Road, Tanner Road, Indian Paint Brush, Green Shadows and Fairbanks Landfill.
In 1991, City Council approved an ordinance that merged the separate contracts into a single contract and in 1999 City Council approved a second amendment that adjusted the contract term, disposal rates and contract responsibilities. This contract is also utilized to dispose of both putrescible and non-putrescible waste at Waste Management of Texas, Inc.'s Atascocita landfill.
Throughout the contract period, City Council has approved supplemental allocations on an annual basis. With this proposed funding, the contract total to date is $4,746,076.29.
- Putrescible waste is solid waste that contains organic matter capable of being decomposed by microorganism and of such a character and proportion as to cause obnoxious odors and be capable of attracting or providing food for birds or animals.
- Non-putrescible waste means any waste that contains no more than trivial amounts of putrescible materials or minor amounts of putrescible materials contained in such a way that they can be easily separated from the remainder of the load without causing contamination of the load. This category includes construction waste and demolition waste but excludes cleanup materials contaminated by hazardous substances, sources-separated recyclable materials, special waste, land cleaning and debris and yard debris.
