The Houston Health Department (HHD) requests City Council approval of an ordinance amending Ordinance No. 2014-0115 to increase the maximum contract amounts and authorizing a first amendment to agreements for the City’s Lead-Based Paint Hazard Demonstration Grant Program with 1) AAR Incorporated, 2) Ortho Construction/Renovation Company Inc., 3) R & A Building Specialists, Inc., 4) Trebor, Inc., and 5) Watson Consolidated, respectively. The amendment will add one additional one-year automatic renewal term, additional services to the Scope of Work, update the price list for the additional year and increase the maximum contract amount of each contract by $850,000.00, making the new maximum contract amount for each contract $3,350,000.00. The amendment will extend the term of the agreements from November 30, 2018 through December 1, 2019.
These amendments enable HHD to continue to perform lead-based paint hazard reduction in low income private housing units, to conduct community outreach, education and blood lead screening, and to relocate families during hazard reduction, when needed. The services include painting, floor overlay or replacement, cabinet remediation/replacement, window and door remediation/replacement, vinyl siding and soil remediation. Pricing for these services were standardized by HHD and accepted by the contractors. Specific areas targeted by the City include residential units which were constructed prior to 1978 and house low income residents whose young children (age less than 72 months) could be poisoned by lead-based paint.
This program is grant funded by the U.S. Department of Urban Development (HUD). All participating contractors are certified through the State of Texas Department of State Health Services as lead abatement firms.

The proposed contract requires compliance with the City's 'Pay or Play' ordinance regarding health benefits for employees of City contractors. In this case, each contractor has elected to pay into the Contractor Responsibility Fund in compliance with City policy.

Hire Houston First does not apply to this expenditure, because it involves the use of federal funds and is subject to specific procurement rules of the federal government.
