Specific Explanation:
The Chief of the Police Department and the Chief Procurement Officer recommend that City Council approve the sole source purchase of Octasic® tactical support equipment from Tactical Support Equipment, Inc. in the total amount of $585,766.00 for the Houston Police Department (HPD) and that authorization be given to issue a purchase order. The Octasic® tactical support equipment consists of an eight (8) channel portable base station unit, seven (7) band transportable amplifier units, four (4) accessory bundles, and three (3) receivers that will be utilized by HPD's Criminal Intelligence Division to support the critical department functions in emergency life threatening situations. Additionally, this purchase includes a three-year full warranty and on-site new equipment training.
Tactical Support Equipment, Inc. is the sole contracted and authorized distributor for the Octasic® CBRSYS6008-EES1 tactical support equipment and service facility in the United States.
This recommendation is made pursuant to Chapter 252, Section 252.022 (a) (7) (A) "a procurement of items that are available from only one source, including: items that are available from only one source because of patents, copyrights, secret processes, or natural monopolies of the Texas Local Government Code for exempted procurements."

Hire Houston First:
This procurement is exempt from the City's Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing a sole source supplier for this purchase.
