Summary:

ORDINANCE approving and authorizing Amendment No. 1 to Professional Services Contract between the City of Houston and FENTRESS ARCHITECTS, LTD., for Architectural and Engineering Design Services for the Mickey Leland International Terminal at George Bush Intercontinental Airport/Houston (Ordinance No. 2016-919; Project No. 826) - DISTRICT B - DAVIS

Background:

RECOMMENDATION:
Enact an ordinance for Project No. 826 (Contract No. 4600014128), MLIT Project Architect Engineer Contract approving and authorizing a Contract Amendment No. 1 to Professional Services Contract between the City of Houston and Fentress Architects, Ltd. for Architectural and Engineering (A/E) Design Services for the Mickey Leland International Terminal Project. (WBS: A-000800-0020-3-01-01)

 

SPECIFIC EXPLANATION:
In November 2016, City Council approved Ordinance 2016-0919, authorizing a professional services contract with Fentress Architects, Ltd. for $53,480,000 for Architectural and Engineering Design services for the Mickey Leland International Terminal (MLIT) Project. Under the same Ordinance, Council also authorized an appropriation of $53,480,000 from the Airport Consolidated ITRP AMT Construction Fund, and $697,500 from the Airport Improvement Fund for civic art, for a total appropriation of $54,177,500.

 

Under the scope of services to be provided by Fentress, Terminal D will be converted to a gate concourse by replacing the Old Terminal C North Pier, and refurbishing Terminal D as well as the C-D Connector building. The proposed project will create 13 wide-body gates, including 2 gates for A380 aircraft. The existing Terminal D ticketing and curb components will be closed once the Terminal D carriers have relocated to the new International Terminal Processor, which is to be designed and constructed under separate agreements with a different set of architect and CMAR team.

 

The revised approach relocates the MLIT functions of ticketing, roadway and curbside facilities, the Checked Baggage Inspection System, and the Security Screening Check Point (SSCP) into a new facility adjacent to the existing Terminal E/FIS building. This arrangement provides the required capacity, operational improvements, and the five-star passenger experience sought to keep Houston as one of the leading international gateways in the nation.

 

Fentress will provide an overall concept design for the new ticketing hall, and improvements required in the Federal Inspection Service facilities. The agreement also requires completion of all phases of design for the North Terminal Concourse, including a new C-West Pier to replace the existing Old C-North Pier.

 

No additional funding is required at this time. At the completion of the Concept Design Stage, the A/E may require additional appropriation for the completion of Design Services, including contract administration during construction.


PAY OR PLAY
:
Pay or Play: The proposed contract requires compliance with the City’s “Pay or Play” ordinance regarding health benefits for employees of City contractors. In this case, the contractor and/or its sub-contractors provide benefits for some employees but will pay into the Contractor Responsibility Fund for others in compliance with City policy.

 

PROJECT COSTS:
No additional appropriation is required at this time. It is anticipated to utilize the current funding. At the completion of the Concept Design reconciliation and validation, the A/E may require additional appropriation for the Design Services.

 

MWBE PARTICIPATION:
The Minority/Women Business Enterprise (M/WBE) goal for this contract is 30%. Fentress Architects, Ltd. is currently achieving actual participation of 19.68%, during the conceptual/schematic design phase as scheduled. The MWBE plan offered by Fentress commits to achieving the overall 30% goal. During the design development, construction document preparation, and construction administration phases of work, Fentress is expected to achieve the overall goal. HAS and OBO will continue to monitor this contract and work with Fentress to meet this goal.

FAA AIP GRANT PROGRAM
:
No grants have been applied for.

 

FISCAL NOTE:
There is no estimated impact to the operating and maintenance costs as a result of this CIP project. Therefore, no Fiscal Note is required as stated in the Financial Policy Ord. 2014-1078.

 

There is no additional appropriation requested at this time. This amendment is to provide professional design services for an overall concept design for the Mickey Leland International Terminal and Federal Inspection Service facilities; and the complete design for the Mickey Leland International Terminal North Concourse

At the time of the construction procurement for this project, an analysis of the estimated operating expense impact will be provided.
