Agreement to Contribute Right of Way Funds (Fixed Price) between the City of Houston and Texas Department of Transportation (TxDOT) for FM 1960 from BF 1960A to east of Twigsworth Lane.
RECOMMENDATION: Adopt an ordinance approving and authorizing an Agreement to Contribute Right of Way Funds (Fixed Price) between the City of Houston and TxDOT and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: Texas Transportation Code 201.209 authorizes the State and Local Government to enter into agreements. TxDOT has deemed it necessary to make certain highway improvements on FM 1960 from BF 1960A to east of Twigsworth Lane. This section of highway improvements will necessitate the acquisition of certain right of way and the relocating and adjusting of utilities.
DESCRIPTION: This project consists of the reconstruction and widening of the existing FM 1960 roadway from a four-lane roadway to a six-lane (three lanes in each direction with the outside lanes being shared-use lanes) divided roadway with curb and gutter and a raised median. A grade separation will be constructed at Atascocita Road, West Lake Houston Parkway, and Farmingham Drive. Additionally, 5-foot wide sidewalks are planned for both sides of FM 1960.
LOCATION: The project is located in Key Map Grids 337V, X, Y, Z and 338S.
SCOPE OF THE AGREEMENT AND FEE: TxDOT has submitted a total cost estimate for the acquisition of the right of way in the amount of $4,358,875.00. The City will be responsible for 10% of the estimated acquisition cost in the amount of $435,887.50. In addition, $87,177.50 is needed for contingencies and $65,383.13 is needed for CIP Cost Recovery for a total appropriation of $588,448.13.
FISCAL NOTE:
No significant Fiscal Operating Impact is anticipated as a result of this project.
ACTION RECOMMENDED: It is recommended that City Council adopt an ordinance approving and authorizing an Agreement to Contribute Right of Way Funds (Fixed Price) between the City of Houston and TxDOT and appropriate funds.
