SUBJECT: Accept Work for 69th Street Wastewater Treatment Plant Improvements (Package 5)
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $14,368,623.38 or 0.71% under the original Contract Amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s program to renew/replace inefficient components of the existing Wastewater Treatment Plant (WWTP) facilities.
DESCRIPTION/SCOPE: This project consisted of various improvements at 69th Street Wastewater Treatment Plant including electrical and instrumentation. Binkley & Barfield, Inc. designed the project with 700 calendar days allowed for construction. The project was awarded to Pepper-Lawson Waterworks, LLC. with an original Contract Amount of $14,471,975.00.
LOCATION: The project area is generally bound by Clinton Drive on the north, S/Sgt. Macario Garcia Drive on the south, Buffalo Bayou on the east and Avenue W. on the west. The project is located in Key Map Grid 494R.
CONTRACT COMPLETION AND COST: The Contractor, Pepper-Lawson Waterworks, LLC. has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 181 days approved by Change Order Nos. 2, 3, and 4. The final cost of the project, including overrun and under run of estimated unit price quantities and previously approved Change Order Nos. 1, 2, 3, 4, 5, 6 is $14,368,623.38, a decrease of $103,351.62 or 0.71% under the original Contract Amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goal for this project was 11.00%. The M/WBE plan established for this project was 12.65%. According to Office of Business Opportunity, the participation was 15.37%. Contractor’s M/WBE performance evaluation was rated Outstanding.
